dialing tone problems

dialing tone problems

Today I have been phoning up my mum and dad a lot we all have virgin moblie phones, nearly every time i have phoned I have been getting very loud music instead of a dialing tone. It has happened on both of their phones, they have not been talking to some one else. I have been redialing a few times to get through. They do not go on to voice mail.
Most of the day I used my moblie a sony erricson ti68 but this all so happened with a voip which I did think was the problem until I started using the moblie.
Do you think it's a network problem ?
