It looks as though the launch on Virgin of the Paramount channel may simply be delayed, but this article is a little vague on what has happened. Maybe a technical issue in the rush to launch.

The Freeview picture for Paramount Network is poor for a SD channel when I looked earlier.

I wish HD was backwards compatible, so no need for a HD channel, it will just downgrade to SD.
That way channels just need to launch 1 channel not 2.

Channels can be downscaled. If you have an analogue output on an STB it is downscaling to provide that output (similar to ICT systems used in the DVD market). Channels usually launch in SD only due to cost. HD uses more bandwidth so costs the broadcaster more.
