Capita admitted it had "underestimated the complexity" of the project.

The Army said it had "put in place a plan to address the challenges".

The NAO found the initial delay to the £113m website was caused by the Ministry of Defence, which failed to meet its contractual obligations to provide the IT infrastructure to host Capita's recruitment software.
Also why do we keep using Capita when they have proven to be unreliable in the past?

Because politicians have a obsession in this country that outsourcing will keep costs down and work out much cheaper but as we know there has been a plethora of outsourcing contracts these past few years that have cost considerably more then they were supposed to.
