Just going to leave it in sleep rather than off now, other than the on off problem the PC has no issues and is 100% stable.

I tried turning Fast Boot off again last night and it didn't turn ON again when i pressed the power switch.

My PC had a similar won't wake from sleep, turned out to be a worn out monitor.
