@ukdtt on Twitter drew my attention to this article.

Seems they are marketing space on the Manchester DTT multiplex to Radio services now.

Fair enough if they can't get any takers to use it for TV.

At the very end of the article it also mentions IPTV may be in their future, but it doesn't give details as to what they mean.
