I had a feeling it might use some of the disk when 41 Gb used became 5% but using over 15% of the disk is a bit excessive.

Probably not. Most companies tend to quote the total amount of storage fitted, rather than that available to the user. E.G. Samsung were sued several years ago for saying they had fitted (IIRC) 16 gig of flash memory to their phone, then using 4 gig of it for bloatware and the OS, and personal computers (I'm referring to them as Personal Computers as PCs and Macs both have this "problem") are sold based on the amount of storage fitted, without letting the user know they will lose some of that to the OS.
