Virgin obviously don't as we take the TV pack as part of a bundle deal and TVL still don't know who the "occupier" is.
Why does anybody take these bozos seriously?
If you only have a B&W TV but have VM equipment that records then by the letter of the law you need a colour licence as this covers recording in colour.
