early upgrade exclusives team?

hi
we have 2 virgin mobile contract phones and have for quite a few years, ive just upgraded mine and my partners is due for upgrade soon
today my partner got a call from 08456024418 but didnt answer it in time.

if you call the number back it is just a recorded message,
so she phoned customer services and was told that it was about an early upgrade but that they couldnt do it she would have to wait and see if the exclusive team ring back............
errrrrm sooo why cant we ring them?? im confused

Most providers of TV/MOBILE/BB/PHONE have an outbound offers team, you can't ring up and ask to speak to them, neither will you get the offer unless they ring you.

I think it prevents 100's ringing in trying to claim an offer the friend/neighbor got. So it sounds like an out bound only offer. Also sometimes they have the authority to give a great deal to 1000 users nearing the end of contract if they re-sign. Once they have met the target the offer closes so you may well of missed it forever.
