Can I watch BBC iPlayer on freesat without a satellite dish?

Quote:
No. In order to watch BBC iPlayer on freesat your freesat product needs to be connected to a satellite dish and to your home broadband.
is what the freesat website says, is that to stop people from buying the freesat box just to watch the on demand and (without a dish connected) legally avoid paying the TV Licence fee?
