Is there a delay with VOIP?
I was watching a phone in competition the other day, but there were problems with one of the contestants. When she gave her answers during the (time limited) competition, there was a delay, so they had to give her a bit more time to make it fair.
The presenter briefly said something about it being because of the way that the internet works.
Would this have been VOIP ie is there a significant delay when using it compared to traditional landlines?
If so, once everyone is on VOIP, will it be noticeable?

No, as the network design will include acceptable levels of latency.
If she was having multi-second delays, I would wager it was something else...

Unless the contestant was calling over Skype or the TV studios services are using VOIP systems.

True, she might have been using Skype as opposed to VOIP. Are there significant delays with Skype?

Skype can be used for VOIP. It's not just video calling.
