This is a snapshot from the 4th of May and since then I have not had that bump in performance between around 8-10pm.

Re: Network Congestion
I looked at the service status last night and it said everything was all good for me. I was expecting to see a fault reference for a national fault.

That looks pretty normal for a VM graph.

I'm so glad I moved to Vodafone/CityFibre, despite the hassle they gave me. This is a normal graph.
Typical speeds, although this is a peak time test so the downstream is a bit slower than usual.

if only. There are two good adverts for Talktalk and EE fibre on in the cinema atm before Doctor Strange. I checked both of them out but there isn't anything available in my area atm. I think City Fibre are planning something next year.

Even though CityFibre are hampered in their expansion into the market by Vodafone's incompetence and poor attitude to customers, I'm sure they will be popping up in new areas at a pretty fast pace.
From my perspective, I wish they had gone in with EE here in Coventry.

Re: Network Congestion
I rather like the 900Mbps upload speed.
