I'm not at my XP machine at the moment but it's worth checking that you have got both machines registered to the same domain.

Can't remember how to check this at the moment but if nobody else posts back I will check when I get home.

I don't understand some of your post, but "192.168.123.567" is not a valid IP - IP addresses only to up to .255, not .999

I think .255 is reserved, so it's .1 to .254

Re: Sharing file problem in using router (level one) between two wixp PCs

Give both machines an ip of say 192.168.1.1 & .192.168.1.2 - sequential addressing makes things easier for troubleshooting ;-)
DISABLE simple file sharing, and set permissions as required.
Both machines should be in the same workgroup.

The FIRST 2 steps in troubleshooting networks are ping (ping 192.168.1.1 from 192.168.1.2 and vice-versa) and event logs, suggest you disconnect from internet while disconnecting firewall - especially if u have enabled netbios, file & print sharing and "client for MS networks" - all 3 are redundant for normal internet access.
