Oxfordshire first county to ban smoking outdoors.
Quote:
Quote from The Sun: Oxfordshire will be the first place in the country to completely ban smoking outside as lockdown ends - hoping to become smoke free by 2025.
The ban will see smoking outside of bars and restaurants become a thing of the past, with workplace cigarette breaks also on the red list.
Its crackdown will begin as lockdown ends, with restrictions being eased up and down the country meaning more outdoor dining.
Oxfordshire could be the first county in England to go completely smoke-free by 2025, under a plan agreed by public health officials before the pandemic began.
The priorities for the county's smoking strategy this year include creating more spaces where people feel 'empowered' not to smoke.
This would include encouraging employers to stop the habit outside offices and factories, or by creating smoke-free areas in newly created pavement dining areas.
Oxfordshire's public health director, Ansaf Azhar last week described the strategy as a "long game" to change smoking culture, with the aim of preventing deaths from diseases linked to tobacco.

As with banning anything, enforcement will be an issue.

Re: Oxfordshire first county to ban smoking outdoors.
Is it even legal ?
What law allows them to randomly ban something they dont like ?
(No, I dont smoke, but this seems a slippery slope to be going down, where someone can just arbitarily decide they want to ban something).

Unlikely, such a thing would have to through Parliament. They can ban it on their property though, and probably already do.

Re: Oxfordshire first county to ban smoking outdoors.
There's been an outright ban on smoking in places such as hospital grounds for a while in Wales, But I always see a few smoking. No enforcement, possibly because it's not a law as such. Yet.

Could councils do it as a condition of licencing? I.E The article seems to suggest it's outside pubs and such places rather than anywhere.

Oxfordshire considering smoking ban for outdoor hospitality seating
Oxfordshire is considering a smoking ban for outdoor hospitality as part of plans to become the first smoke-free county by 2025.
The plans will see employers encouraged to promote smoke-free environments and support staff to quit smoking.
Local NHS trusts will be smoke-free while encouraging smokers using, visiting or working in the NHS to quit.
Local organisations working across the community will be supported to promote smoke-free environments including homes, cars, play parks and school gates.
An Oxfordshire County Council spokeswoman said: “Oxfordshire has set itself an ambitious aim to be smoke-free by 2025. Creating healthy, smoke-free environments – including considering proposals for hospitality outdoor seating to be 100% smoke-free – is just one small part of a wider range of county-wide plans.
“At present there are no timeframes for smoke-free pavement licensing proposals and nothing has yet been agreed. Any decision on this would be ultimately the responsibility of our individual district councils in Oxfordshire.

I smoke but think it's a great idea . . . as long as the council ensure all deliveries in the county are done by hand cart and not those smelly noisy diesel lorries that suppliers currently use

With charges to use inner-city roads as Brum has instigated, handcarts might not be a long way off.
In Cardiff they are hoping to charge ALL road users to enter the centre, including disabled drivers, taxis and delivery lorries.
But if everyone pays to enter the centre, the pollution remains the same, so who wins? The council's coffers.

Re: Oxfordshire first county to ban smoking outdoors.
They've killed off the pubs and used the land for housing, maybe that's the plan for parks and other outdoor recreation areas

Re: Oxfordshire first county to ban smoking outdoors.
My local hospital is a smoke-free ground, but many times have I seen people smoking outside the frond door, worse are those with O2 masks and tanks.
Obviously their god given right to ignore the rules means they don't realise the o2 is highly flammable

Except it's not. Oxygen merely supports combustion, it cannot burn on its own.

Re: Oxfordshire first county to ban smoking outdoors.
Business and Planning Act 2020 Deals with this https://www.legislation.gov.uk/ukpga...tion/5/enacted
Quote:
(6) A “smoke-free seating condition” is a condition that, where the furniture to be put on the relevant highway consists of seating for use by persons for the purpose of consuming food or drink, the licence-holder must make reasonable provision for seating where smoking is not permitted.
(7) In considering for any purposes of this group of sections whether a licence-holder has made reasonable provision for seating where smoking is not permitted, a local authority must have regard to guidance issued by the Secretary of State.

Correct, the headline was a little too inclusive.
It continues:
Quote:
Quote from The Sun: Six councils in England have now banned smoking outside pubs, cafes and restaurants in a bid to make the country smoke-free by 2025.
Newcastle City Council, Manchester City Council and Durham County Council have all axed cigarettes on pavements where outdoor hospitality venues have tables.
Northumberland County Council and North Tyneside Council are also telling outside drinkers to stub it out.
And Gateshead Council does not have an official policy in place but all licences state pavement cafes must be smoke-free.
The local authorities have followed Oxford, who plan to ban smoking outside of bars and restaurants when lockdown ends.
The city is hoping to wipe out the habit completely by 2025 - five years ahead of the government's target.
|
Looks like it will become a condition of the licences.
I think the last sentence above is optimistic. There'll always be a hard core of those who can't or won't give it up.

Re: Oxfordshire first county to ban smoking outdoors.
I was going to ask about pubs that have spent money developing designated smoking areas for customers, but I guess it's a moot question considering the never ending quest to ban everything health 'experts' say is bad for our health.
By the way, over the previous 10 years how's the country doing for the figures on cancer, strokes, diabetes, obesity and asthma . . are they falling, rising, or about the same?
Please feel free to manipulate any data to suit your stance
