In any other business the buck would stop at the top but that does not seem to apply to politics sadly.

isn’t “the top” there to set policy? If thete is a misinterpretation or a poor implementation, then “the top” Can get angry.
If “the top” gave vague requirements and didn’t set proving standards, then “the top” should squirm.

Algorithms/programmes don’t mutate - they aren’t alive.
They are coded from agreed specifications, they receive and process data, then provide outputs - they only change when a coder changes them.

The Algorithm was probably done on a Windows 10 computer, with all of the 'crucial' updates . . that would mutate it
