I had the same exprince too my download went at 140kb when downloading from a server located in Ireland, it stayed at 140kb till the download finished which was like a meg, i also just used the Internet Explorer downloader.

I have a strange occurance, all my ftp downloads are around 84kb/sec but www downloads are 70kb/sec and I havent had a modem reset.

Upgraded to 1mb and now this is my speed:-
ADSLGUIDE:-
Direction Actual Speed True Speed (estimated)
Downstream 1397 Kbps (174.6 KB/sec) 1508 Kbps (inc. overheads)
Upstream 224 Kbps (28.0 KB/sec) 241 Kbps (inc. overheads)
Simple Speed Test:-
1st 128K took 719 ms = 182298 Bytes/sec = approx 1517 kbits/sec
2nd 128K took 703 ms = 186447 Bytes/sec = approx 1551 kbits/sec
3rd 128K took 703 ms = 186447 Bytes/sec = approx 1551 kbits/sec
4th 128K took 719 ms = 182298 Bytes/sec = approx 1517 kbits/sec
