EDIT: failed
EDIT EDIT failed twice more then got it, I think you have to give space as has been said, also look at the dot arrangment, you can save 2 0r 3 dots in a line by careful placement

It's not that difficult really (unless you only get a few dots to start with). Start on the outside (as Rob said, don't crowd it). Also, the cat is fairly stupid. Leave some places for it to go that you can block off later. This will buy you time as the cat will go down a dead end (to be).
