I have. Sky has a deal with STV for the microregions of STV HD as far as I recall (as part of a wider deal), so that's why STV HD hasn't swapped out on Freesat like ITV HD has. No idea when that deal expires, maybe it has even been renegotiated as Sky announced a content deal with STV just the other day (it didn't seem long since they last did).
108 is HD outside Scotland (for thise with HD equipment) and those SD channels are in the 160s/170s in other parts if the UK. They are just using numbers already allocated. If it were me I'd shift the SD swap-outs for all broadcasters down to the bottom of 180s/190s on Freesat and leave the numbers blank in certain regions.

S4c is moving into channel 4 slot in Wales and that is being pushed down bet that will really boost there figures !!!! NOT
