Do they need an Ofcom licence to operate this through the likes of Roku, Amazon Fire, etc., or does this imply they are going to launch it on at least some TV platforms (Sky via Peacock comes to mind, if not a channel in its own right on EPGs)?

Well they are the VOD regulator

The UK’s Ofcom is to bring regulation of on-demand video services in-house, ending existing co-regulator ATVOD’s six year role in regulating the content of VoD services.

The Times is reporting "BBC licence fee will be frozen for two years".
Nadine Dorries, the culture secretary, intends to keep the fee flat at £159 for a colour licence until April 2024, which will mean a severe real-terms cut to the BBC’s funding. More to be unveil this week.

Re: Changes to Virgin TV (2022)
Media Boy Views: Look like Ideal World is set to close soon due to them selling their EPG slot (Channel 22) on Freeview to TJC from Wednesday.
With Ideal World set to move to Channel 50 from Wednesday then Channel 51 from January 26th.
I am only thinking this way due to Ideal World selling Create and Craft last Monday to Hochanda Global Limited.

Interesting approach - she wants to scrap the licence fee from 2028 and find a new funding model for the BBC, whereas in the real world if you were changing a business model, you research, agree and trial, and prove the new business model, then move from the old one; it’s almost as if it were ideological, rather than economic based…

haha ill bite my tongue as this isnt the place for politics but describing the current government as a "frying pan" is certainly a unique one. I'd describe them in a slightly different way.
When do we expect the BBC 3 placeholder to be added?

It not even testing on Virgin yet.
But I feel following may happen
107. BBC THREE HD (Was BBC FOUR HD) all areas
108. BBC FOUR HD (In all areas) - With BBC Scotland HD (Scotland only) and Channel 4 (Wales only) moving to channel 113.
120. ITV Wales SD (Wales only)
162. ITVBe +1 (Wales only)

To my recollection current Ofcom EPG rules say Channel 4 has to be in the Top 8 Guide positions. So VM can't move it to 113 Wales. Sky moved one of their own channels in Wales on their Satellite platform because of this rule.

BBC1 HD English Regions are going to Ch 101 like the other BBC1 HDs on VM have been for years.
