I would imagine this would happen, you find yourself on a legacy tarrif, you can stay on it for as long as you want, but onece you have moved off you can't go back.
This is how Orange work on their legacy tarrifs.

now they got this cash from selling broadcast stuff maybe we will actually see Leicester get same standard of service as other area's digital tv and full speed internet would be nice
