As I've said in the past, if the contact is not significant enough to cause a player losing his balance then it's a dive. Otherwise there is no control and there's 6 separate penalty appeals for every corner kick.
Bale is a diver and he's got the Ashley Young syndrome, meaning until someone kicks his arse about it, he'll keep doing it.
