I don't think Trump was joking about the bleech thing. If you listen to him in context he is basically wondering if there is a way it can be adapted to be used inside the body rather than saying drink bleech. I don't know why he felt the need to go on a tangent about hypothetical cures for the virus in the middle of a press conference though.
