Not really. If UHD is free, poor HD can't be used to lure people to pay extra for UHD.
I find HD Amazon fine.

Might of been Netflix you saw UHD at a higher price mate as UHD is only available in Netflix top pack, it is included as standard with Amazon when available.
The PQ drop could be a number of factors such as connection to your device especially id wireless or even something simple on a computer such as a plugin not working on your browser.

Yes, may have been Netflix right enough mate, but we just watched a Netflix program tonight and it was perfect, only ever seems to be a problem with Amazon..

I'm sure i saw something when Netflix first appeared on Tivo about them getting installed on headends or something so the download path was shorter?

My free Amazon UHD broadcasts have always looked perfect on my KS9000, so Amazon must be hit and miss for some people and this maybe the quality of the internet connection.
As previously said it is Netflix that charge for UHD.

If you watched Blondie at Glastonbury last year or listened to them on Radio 2 last week you wouldn't pay £1.50 to see them, truly awful, it saddens me to say that as well
The first album i bought of there's was Plastic Letters.

It's economics. Years ago, concerts were sold cheaply and used as a way to drive record sales. Now it's the other way round. Artists make almost nothing from streaming, so they have to make it from concerts instead.
