The thing is you can kind of see the logic behind this: NTL have put the limit in place to stop you building up huge bills (possibly through a dialler program or some other nastiness). However, they should let you call them (or they call you) to confirm things are ok and get your services reconnected.
Its a bit drastic to cut off your TV and Broadband too: phone I could understand but you can't increase your bills by having the other two services running in the mean time.

You can contact them by dialling 190.
I agree about the TV and Broadband thing though, you've already been charged in advance for these services, you can't make your bill any higher, so there's no need for the disconnection
It happened to me today (Phone hog ) but a quick call to cs, and all was restored, pending reciept of payment within 4 working days.
And i have a £130 credit limit
