Opened run, typed 'ipconfig/all' nothing shown, Opened Winipcfg=Ethernet Adaptor Info:- IP Address 0.0.0.0 Sub Net Mask 0.0.0.0 does this help ?

Your ethernet card isn't working, either that or the cable connected to it si faulty.
To rule out the cable, can you temporarily swap it over with the windwos XP PC. If the win XP PC still works you know the cable is OK.
Going back to Control panel > System > Device Manager is there a "network connections" item, if so expand that and you should see your network card. right click and select properties - does it say working normally?

Went to 'Network connections' in Device manager and it says its working ok, so it looks like its the cable ? (Not been able to change over as I am relaying the instructions by phone and am not keen on anyone else swopping my cables !)

Final option before you get as far as changing cables, especially if you are working remote is just to try rebooting things. Power off both PCs and the router. Leave off for 5 minutes. Switch on router, let settle for a minute or two, then boot up the PC.

You can do, but it's the connection between router and PC that is at fault, so rebooting those two might trigger something (probably not though).

Powered off as suggested, 2nd PC still not connecting to internet, also swopped cables, again no good, the cable originally on the 2nd PC when connected to the other PC allows an internet connection, anything else I could try ?

Have you got current drivers for the network card. Can you try a different network card?

Did it list your NIC correctly under network connections? And what NIC is it? If you check the manufacturer's site, there may well be diagnostic software for it.

Hope this makes sense, Under Control Panel/Network/Configuration it lists the following installed:-ADMtek AN983 10/100 Mbps Fast Ethernet Adapter and TCP/IP ADMtek AN983 10/100 Mbps Fast Ethernet Adapter, then in Control Panel/System/Device Manager again its ADMtek AN983 10/100 Mbps Fast Ethernat Adapter, but, the box the card was in says:- www.safecom.cn , Lan card dual speed 10/100 Mbps, no mention of ADMtek.

The network card will be seen by the PC in terms of the chipset that is used n the card - ADMtek, rather than the manufacturer, so that's OK.
If you have tried everything I've suggested above, I'm at a loss as to why you can't get ethernet to work on it.
It's drastic but can you do a backup of data on the PC and reformat it to clean manufacturer settings?
After that the only thing I can suggest is getting a new network card.

Just typed in IPCONFIG/all to PC (the not working one) and it comes back with 'cannot read IP configuration'

Back Again !
When I try to access the router info via http://192.168.1.1 drop down options are available for everything except the 'setup' option and the page never seems to be fully loaded, any suggestions ?

the 'setup' option is the set of pages first loaded when you access the router, if you click on 'advanced' you get the other pages of options and click 'setup' to go back to the first set.
- not sure what you mean by 'doesn't seem to be fully loaded'??
