That shouldn't be happening. There is validation in the system to ensure that the right kit is available for each tier of service. But it shouldn't prompt (and usually doesn't prompt) for the same kit to be sent out.

That shouldn't be an issue. The system codes that identify it's a Hub 3.0 are the same across all of them.

System confused by CS sending out new CPE to customers just because they call in and ask for it perhaps.

You answered your own question by complaining about the price. The Irish don't have a mass of pile high, sell cheap ISPs so don't have the attitude that broadband should be nearly free.
The one product VM Ireland offer is £50 a month for VoIP phone, calls and broadband. Hardly anyone would buy that at even close to list price here as Sky and TalkTalk trained them that broadband is a freebie with TV / line rental.

I just ordered this on the phone but the guy on the other end never said anything about needing the hub 3 but as i have the 2AC i'm kinda confused as to whats going to happen when it goes to 300.

You shouldn't lose your existing service, but you won't get the 300Mbit service until you get the Hub 3.0

It should be required as part of the order process if you don't already have a Hub 3.0, even though it wasn't mentioned.
However it would be worth double checking that it has been ordered correctly
