Is this standard? Wouldn't murder have some sort of automatic permission to be charged? I thought seeking permission from the CPS was for more complex or less serious crimes where a decision needs to be made if there is sufficient evidence for a trial or if it may not be in the public interest to pursue it.

It's because he was initially sectioned
