What skills?
Perhaps clarity and punctuation?

Skills such as reading, numeracy and writing?Well the vast majority of 14 year olds can read, write and add up.
It's just a few that seem to be unable to do anything but use text speech, spell or punctuate or string a sentence together.

I think you can leave it to us educators to know when someone isn't academically inclined or when they are.If you are worried about late bloomers well at 14 there is still time for them to catch up if they do prove to have hidden academic abilities and inclination.
Plus the number of youngsters who can't differentiate the occasions when to use text speech and when not to appear all over the internet where it's not always necessary to count characters. They have become too lazy to use longhand.
