A 100Mbps network card is the most likely reason but it could also be a 2 pair or even a damaged patch lead.
A 100Mbps network card should be fine for 50Mbps - check the properties - I've seen posts in the past where the card has not been set to use full duplex. If it's XP then it could be a case of optimising the Windows settings - google will throw up tools to help with that.
