Might this be something to do with community antennae? If these were removed to be replaced by cable, then the cable operator might be forced to provide the standard-5 channels to non subscribers?
Yes, but all of these schemes have a subscription charge, which is paid to NTL - c.f. Milton Keynes (where TV aerials are illegal).
