I think both statemnts are true.
As NTL are unable to provide the extra interactive channels - then there is no reason for them to have them - so NTL have not arranged a deal for them - so they are not given them.

well, jolly old Aizad said in the ntl "Investors Day" that the company realises that red-button content is very important, and that they are still in talks with bskyb to provide extra content to dcable.
