There is health, safety and all sorts of other advice everywhere, freely available to us all yet these people are oblivious to it. Treating the vast majority of sensible people as simpletons and/or further restricting their freedoms on the basis of a small proportion of idiots is quite ridiculous and likely to be counterproductive. Yes you can shock some people into changing their ways but every year people die and get injured doing the same stupid things despite all the warnings, media coverage and even laws. Some people will never learn because they don't even realise they need to learn.
That is the problem...the people who think they don't need to be educated. But then they are probably the same people who wouldn't take wrong advice given out by the government.

Scare tactics do work most of the time though. But not all the time.

When i was in the forces a rule that was said all the time was "never point a gun at someone even in jest ". You would be amazed how many idiots ignored that. Its the same with this tell them to fill up and they panic and take it out of all proportion. Tell them to stop smoking, Stop drinkdriving and they tell you to F off
