Define "local area". Eg in the context of London.
They're (supposedly) not going to be allowed to spend it on whatever they want, so what would Cornwall spend it on?
Whatever way you look at it, it sucks yet more money out of people's pockets.

I thought 'Greater Lincolnshire' encompassed the lot, and you'd be surprised at how much 'nuance' an old addled brain can detect.

In London, it would be the Mayor's Office and the wider Greater London Authority. I don't know what they would spend it on but TFL is the obvious candidate along with other city infrastructure.
I am not sure how areas like Cornwall, with several councils, would deal with it. Maybe it goes to the council in which the hotel is in?
