You are, of course, assuming that the business concerned is not, in any way, time sensitive. You are also assuming the companies involved have enough money to pay their bills even if they can't trade for several weeks. Most companies don't. Can't see the banks, or landlord (to use two examples of bills that are regualar and relatively fixed) allowing companies to miss this months Mortgage or Rent because they couldn't trade for several days.
You are also assuming that the staff of the companies concerned are not paid hourly (a lot are) and can afford to miss all those hours pay. In my experience if you are in a position where you have to take an hourly paid job, then, unless you have a rich family or well paid/rich spouse, you are not likely to be in a position where you can afford to lose that money.
If I remember your circumstances correctly, you are one of the fortunate ones. IIRC you are in a position where you can work from home. You just need electricity, water, food and a broadband connection. A lot of people are not in that position.

I'm not making any assumptions about any individual business. The figure quoted, 'a billion', refers to the entire economy, not any individual business, and is derived by the media doing a back-of-the-fag-packet calculation. Most probably, by dividing this country's GDP by 365 to find out how much the country produces in a day, and then assuming the country has lost X days due to the weather.
While there will certainly have been irrecoverable financial losses during the bad weather, there will also be a great deal of business activity that will simply have been delayed. Productivity that is delayed by a week or two is not lost to the economy. The figure of one billion, unless all this has been accounted for, is fundamentally flawed.

Quite right ,when i go back to work on the 4-5th we will be playing catchup ,trying to do work we couldn't do when the snow was on the ground as well as current work ,Quite a good thing actually as normally this a naturally quiet period but because of the snow ,weather permitting of course,we will be really busy .The money hasn't been lost just earned in a different period ,This will be same for most businesses

Not to far away from me and I woke up to about a inch of snow which did not fill me with any joy whatsoever. However it's all now melted with just a bit of the dratted stuff left where the sun don't shine. I demand an early summer this year!
