Read the instructions, it's dead easy. 
Just make sure that you have a MySQL database created for the forum (you will need to write down the details for the install script).

It is indeed easy.
You just need to upload the files, CHMOD a couple of files & dir's, create a MySQL database and you are away.
IBS include an install php script which walks you through everything.

No, you need web hosting with PHP (v4+) and MySQL.

I'd also recommend you get the MySQL control centre to aid you with administration...
Enjoy - There are also packages that contain all the relevant applications MySQL, PHP, APACHE etc. (do a search on this site)

If you rent some webspace you usually get PHP & mySQL. Free webspace that comes with ISP accounts usually doesn't have these. Suitable webspace is inexpensive these days, starting from around £15 - £25 a year (depending on vendor) for a small amount of bandwidth and if you don't want your own domain.
You can install a webserver, PHP, mySQL & bulletin board on your home computer, but of course others could only use it when your computers connected to the internet. It's worth doing this anyway, if you intend to rent some PHP enabled webspace as it allows you to try stuff out without spending any money. Try to find a install version that installs a webserver (e.g. Apache), PHP and mySQL all at once, as this will save you having to do some manual configuration.

Contact King Pheonix from here or go through the link in his sig.
He does a nthw member package for 99p per month link to his site.
100mb wed space
2000mb bandwidth
1 SQL database
Can't fault it
Also has a program called fantastico that auto installs software into the space such as Invision power board.
Mine I have done with this here.
Fully reccomend his hosting, happy customer.

I am in the process of designing a new website template. I have the logo and navigation sorted. I used notepad for the layout so far looking for some more ideas was thinking of placing the logo as a watermark in the background. Any help gratefully recieved. test template here

I'd seriously consider resizing that logo, picking different colours, choosing a better font that Times New Roman and setting different colours for your hyperlinks. You also managed to lay out your content-type and DTD tags in exactly the same order as Dreamweaver does them .. spooky
