Ports issue - TCP connectivity?

I am experiencing difficulty configuring the ports on my computer to accept incoming utorrent traffic. After checking the utorrent user forum, I was advised that this may be the result of the ports being configured to accept UDP traffic but not TCP. I need to know if there is any possibility that my modem (NTL Cable USB351000) is acting as a router or otherwise somehow interfering with traffic? Can anyone think of other possible solutions to this problem? I have removed Norton and disabled Windows Firewall.

No, the modem is just a modem, not a router.

You are running without a firewall not a good idea!

What client are you using for bit torrent?

I'm very aware of the risks of running sans firewall, it's a desperate measure. I am using utorrent but the problem appears across the two or three clients I have tried. It seems that the issue is on my end.
