Base on information posted on Digital Bits Rate ALL CHANNELS has moved from MPEG2 to MPEG4:
DRB says Local TV channel Liverpool TV is broadcasting in MPEG4.

Base on information I has from July 2020 Virgin has still to move over all Local TV Channels that broadcast on Channel 159 to MPEG4 but that look like it been done in the last few months.

MPEG2 was used for slates for quite a while as there is no real benefit in switching these to MPEG4. When most of these were moved to TSID 1, they started using MPEG4.
