I think its more about trying to protect the children and stop then getting knocked down or causing trouble when they are on their way to/from school.

Stopping at red lights is now our preferred way of annoying motorists. The old 'ignore red lights' rule was fun but the new 'stop-and-get-in-the-way-for-longer' rule is so much better.

Yes, but people behave differently when they know they are being watched or can be easily traced.
As for your 'malicious fake reports' line, maybe motorists shouldn't have number plates any more either.
I think it is the anonymity that makes many cyclists more reckless. Nobody can identify you if they want to report you, and this makes many of them just do as they please. There needs to be a clamp down.

So, everyone should wear an overt number so they can be watched and easily traced? Think it through.
Motorists have number plates to confirm compliance with license requirements, emissions limitations, MOT's, insurance etc; none of which apply to cyclists. Gawd, how many times....
My advice to the kids going to this school (you do remember that the discussion is about children being monitored don't you?) is to only display the issued number when at school. What they do outside school is none of the headmaster's business.

Licence plates are also used to trace the owner if the break the law.
So yes your paranoia about tracking is there for a reason.
Stop people doing bad or silly things they shouldn't be.
Make cyclists on the road have insurance and a registration.
It will cut down on incidents and cyclists generally being itiots.
