Big drops in broadband speed....?

At Xmas got a new desktop,so I was expecting great results.
I'm on a up to 10Mb service.
So ,okay up to...I understand that it can fluctuate.
When I phoned VM in the past they told me to monitor the speed with
www.speedtest.net.
A lot of the time I'm getting download speeds of 8.5/9mb,well pleased.But at times its down to 1Mb or lower.Even loading web pages I need to keep clicking refresh.
Phoned Vm who did a check.They told me the problem was immediately flagged,as over utilization at my local server.
They told me that the server and other equipment was being upgraded,and work was scheduled to end around March......??(this is Liverpool L18 area).
The techy,told me to contact accounts,who would adjust my bill.Accounts told me to call back when the work is completed....!!
If they know the work is from beginning Jan till end of Feb,why not sort the billing out now...?? Big difference 10mb down to 1mb...??
Anyone else with this sort of problem.......?

Billing adjustments are normally settled when the problem has been rectified. You could push it though if you'd get anywhere is debatable.

Is it not just the stupid VM throttling the speeds if you've been over downloading, i'm on 20mb but if i download too much over night, the next day my speed is down to 2mb

Jack lives in the L18 area where improvement work is ongoing.He knows it will be a few weeks yet before the upgrades are completed.
Downloads are not the only thing to affect speeds nor does everyone download excessive amounts.

Downloading overnight would not get you STM'd and if you were your speed would be cut by 75% which means down to 5Mb/s on your 20Mb package so you may have an unrelated problem.

But twice in the past week and a half I have had to reboot my modem (not router which I can do from my laptop) as my speed went down to a few k

Most of the time no problems though.
