Newton Abbott UBR 07 Slow Speeds

I will make this a short as possible .. !!

My local UBR is @Newton Abbott in Devon!!
Ive been with VM for about 3 years now and im on XL Broadband
Constantly suffer slow speeds no matter what time of day/night it is.
It used to be ok-ish after 2 am but thats gone for a burton even.
Ive had 5 (Five) WebSTAR EPC2100R2 and every time the engineer tells a different story.
I know that this is old Eurobell Area, and it uses DWDM (Dense wavelength division multiplexing).
But it never seems to be any different.
Ive done all the usual Tests that we should do,and now i getting to the end of my teather.
They keep trying to fob me off every time i phone them....!!

4 Sim D/Loads = 187k maxed from gamefiles.

Help PLEASE !!
