I confess I don't know all the ins and outs of the WEEE directive, but every one of your examples refers to buying equipment and is the consumers property, and is, therefore, their responsibility to dispose of correctly, including returning to the manufacturer where possible.

In the VM case ALL equipment remains VM's property and the disposal remains, in my understanding, VM's reponsibility.

The WEEE regulations talk about "distribution" - whether equipment is sold, rented or given away makes no difference.

VM recycle much more than they are obliged to under WEEE.

... and by manufacturers it also includes rebranders.... is this the reason why you say routers are exempt, because VM haven't rebranded them?

This argument has been here before and Virginmedia do all that is required of them under the regulations, plus they wil be shortly ensuring that many more boxes are retrieved from customers premises either via an engineer visit or by Customer Services sending out returns packaging.
