That program is designed to switch off the messenger service running in windows XP or 2k and not actually reffering to Windows Messenger or MSN Messenger...

Its to stop popups that are recieved as a result of this service running.

RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove

I done it by finding the answer on tweakXP it was so long ago though I couldn't tell you what I done

Try this - it will disable the messenger service...

Or -- you could just stop the service in management (if ist 2k or xp)

Again, the messenger service is absolutely nothing to do with MSN or Windows Messenger.
