Quick heads up - unless this is some custom thing this shouldn't happen.
The modem will reset due to a bunch of consecutive T3s (no RNG-RSP received within 200ms of sending a RNG-REQ), perhaps 10-12, causing a T4 but maxing out on transmit power in itself won't reset the modem.
When the modem maxes out transmit power that means it's not able to hit the target receive power the CMTS sets it any more which will affect the upstream SNR of the modem. If the receive power or SNR get too low the CMTS will not hear the RNG-REQ anymore so will stop sending the responses.
Modems can and do stay online at maximum transmit power. VM can see on the stats which modems are maxed out, there's a standard output from CMTS CLI commands, maxed modems have a ! next to them, and reports will be available.
This is needed as there's no guarantee that a modem is maxed out just going by numbers; some modems may support Extended Upstream Power while others don't, so they potentially max out at different levels.
