It's almost impossible to gauge congestion by looking at the area. You might only be a small villiage, but that doesn't mean Virgin has actually built capacity to handle it.
The takeaway, however, is that as much as the way it's run as it is the technology in play, Virgin attempts to deliver you the advertised speed. If you're not getting that speed, it's effectively a fault and Virgin will (Eventually) fix it. Depending on the reasons why, that might take weeks, months or even years but it will be addressed. Distance is not one of the factors.
