Er no, more customers are on 100mbit or higher because this time last year the tiers were 30, 60 and 120. Now they're 50, 100 and 152. Simply put, those on XL have been upgraded. No cooking of the books what so ever.
That is cooking of the books. Perhaps not as extreme as if they also downgraded everyone on 120 and 152 to 101 to achieve the same effect, but it's certainly not an organic or customer led increase.
