I don't think it'd be that difficult to discriminate between calls like the ones cited above and genuine calls which which may turn just out to be non-emergencies. The authorities already have to make a determination about hoax calls and take action in respect of repeat offenders and serious ones such as false bomb warnings. In practice the number of fines levied may turn out to be small but it may just focus a few minds and I don't see why any normal person would be put off making a genuine 999 call.

Getting back to my point about the idiots who do this sort of thing, the more I think about it, the more interesting it'd be to find out who they are and what jobs they do.

Here is a list of some of the really stupid calls made today apparently. . .

999 call just received from a man who wanted a refund for an expensive car wash!

A man calls 999 to ask how to dial 101?!

999 call just received by a female who wants to report a complaint about British Gas.

Man dials 999 to complain he is not getting served at McDonalds.

999 call just made to report a spiritual healer as a fraud - help us to educate people who waste police time!

999 call just received from a male who wanted the police to come out to frighten his sister.

We've just received a 999 call from a young man at a phone box who is abusing our 999 operators. We are trying to trace who he is....
