He may mean what used to be called Division 4 (which was the lowest level of Professional Football at the time), and the lowest level is now called League 2 (Premier League, EFL, Championship, League 1, League 2)

A relegation clause or not, being paid £100k a week to kick a ball around in the lower leagues takes some beating

There is the impact on their future career. Their performance cannot be properly judged, so their value goes down.
