In legal terms, you can request an appeal, but unless there are sufficient grounds, that appeal can be refused.
There must be examples amongst the 114 charges that are "slam dunk" with no possibility of denial. Start punishing for those and add more punishments later. They shouldn't be allowed to delay things any longer than they already have.
