They say that because if 2 people go for a job and one as a FLT they are more favourable.
I've applied for 3/4 jobs that I don't have the qualification they say, but it also says that you are willing to get that qualification.

I see this often, especially with the bush types that are marked "no staking required".
After a major collapse due to weight snapping bundles of bamboo, I now grow my cordon toms up rebar.
