Yes, but ultimately you don't have to do what they recommend. A few resignations in the Cabinet over the last couple of years suggests this has happened.

I’m coming round to the idea that news channels should be regulated to only have a percentage of Westminster coverage, and a minimum percentage covering news stories from around the UK.

It’s one big Westminster podcast of tittle tattle.
