The new web homepage is a change to the look of the web version, the functional change is you can now use it with Edge on Windows 10.
But to answer your question - All TV customers have access to the web version, excluding the TiVo management parts. It's the app is exclusive to TiVo only.
Unless you want to use the remote control functions for TiVo, you don't need the TiVo box connected to your router.

TV Nowhere is a total waste of time until you can stream over 3G/4G, why is it taking so long to do this, if they ever will?

can a non subscriber watch this ,if given the relevant log in and password ?
the reason i ask is , a family member cant get virgin or sky where they live,so i thought maybe they could use my details [xl tv with sports].
